Complaint
Description: On June 18, 2014 Plaintiff was sitting on a bench outside his home late at night (though there was no curfew sign). Sergeant Cabello and Police Officers Mazier, Wong, Podaras, and Magliente parked their van near the bench, got out, and approached Plaintiff. Plaintiff knew these officers from prior encounters, but they still asked for his identification. When he said his ID was at home, the officers handcuffed him, led him to the van, and refused to explain why they were arresting him. While handcuffed, Plaintiff was placed in a headlock and slammed on the pavement, causing lacerations to his body and face. Plaintiff asked the officers to loosen the handcuffs because they were placed so tightly, but they refused...
