Description: On March 11, 2011, Plaintiff was walking with his friend eating a slice of pizza when an unmarked police vehicle pulled up. Officers Kenny Tucker and Rios threw Plaintiff against a car and illegally searched him. Finding only a wallet and phone, Officer Tucker called his station. In conversation with Officer Rios, Plaintiff was told he was detained because he had dropped the paper plate from his pizza. Description: On November 15, 2013, POs Michael Rios and John Does 1 and 2 stopped, detained, and searched Plaintiff without legal basis. The search yielded no evidence of any guns, drugs, or contraband. Despite the absence of any evidence of wrongdoing on the part of Plaintiff, the officers formally arrested him.
