Description: On May 13, 2012, Plaintiff was lawfully attending a party at his friend's apartment in Manhattan, and no illegal activity was taking place. Defendant NYPD officer John Does then entered the apartment. After asking why the officers were entering and stating that he had a right to be at the apartment, Plaintiff was seized, handcuffed, and manhandled by the John Does and Defendant NYPD Officer Kouying Loo. Plaintiff complained that the handcuffs were too tight, and one of the officers responded that the police would loosen them when they wanted to. Plaintiff was then transported to the 24th precinct.
