Description: On August 21, 2015, around 7:00 p.m., in the vicinity of Rockaway Avenue and MacDougal Street in Brooklyn, Officer Luis, Detective Petrillo, Sergeant Bobe, and two other NYPD officers stopped Plaintiff and grabbed him. Detective Petrillo and Sergeant Bobe tackled Plaintiff and slammed Plantiff's head into a metal fence/gate, causing injuries to Plaintiff's head and face. Officer Luis, Detective Petrillo, and Sergeant Bobe then falsely arrested Plaintiff, and they handcuffed Plaintiff so tightly that Plaintiff's wrists turned red.
