Description: On March 22, 2013, plaintiff was driving home from his job when he stopped at a red light. A woman approached him and asked if "he had a light." Realizing the woman was a prostitute, plaintiff waived her off without even rolling his window down. Plaintiff drove off but was pulled over. The officers accused plaintiff of attempting to solicit a prostitute.
