Description: Plaintiff was being arrested for misdemeanors. He informed Defendant Officers that he suffered from a diabetic ulcer on his foot and requested medical attention. He also requested that due to his size he be double cuffed rather than single cuffed. Defendant Officers refused and when Plaintiff then denied medical attention, Defendant Officers stripped Plaintiff naked assaulted, battered and dragged him through the precinct. Plaintiff sustained serious injuries.
