Defendant Officers detained and arrested Plaintiff after observing him on Randall’s Island, although plaintiff did not match the description of the suspect. Defendant Officers then conducted an unduly suggestive and patently improper identification procedure, which involved showing the victim a single photograph of Plaintiff and then performing a “show up” in the parking lot of Harlem Hospital with Plaintiff in police custody.
