Description: On October 5, 2013, Plaintiff was lawfully present with his four-year old son inside of a park. Then POs Philogene Breville, Quentin Saxon, and Tomasz Fil arrived. Without legal justification or excuse, the officers approached Plaintiff and began to question him, making threatening comments to him that he was a bad parent for having his son in the park. Plaintiff was not engaged in any suspicious or illegal activity. POs Breville, Saxon, and Fil then began to arrest other individuals who were inside of the park. At this time, the officers called for back-up, and an additional number of officers arrived at the scene.
