Complaint
Description: On March 29, 2011, Plaintiff was eating breakfast in a cafe when Defendant Officer Sully Ceballos acting undercover approached and begged him to purchase a phone, under the guise of being a domestic violence victim who needed to feed her babies. Plaintiff gave Defendant Ceballos some money but told her he didn’t need the phone. She insisted on leaving it on the table and left. Other officers then entered and arrested Plaintiff for possession of stolen property. Defendants Ceballos and Thomas Turner falsely swore affidavits stating Plaintiff knew the property was stolen. No disposition of the charges is recorded in the complaint.
