Plaintiff asked why he was being removed from his vehicle, and the officer attempted to pull plaintiff out of the vehicle before being stopped by his seatbelt. Description: On August 14, 2018, Plaintiff was driving through a public intersection when he was stopped by NYPD officers for allegedly not coming to a full stop at a stop sign. Plaintiff, who was not resisting and was not informed that he was being placed under arrest, was restrained and assaulted by Officers Manuel Martinez, Nancy Afaneh, Hassan Gheith, Michael Roder, and “P.O.
