Description: On January 25, 2019, P.O. Kevin Weber and ten unidentified officers confronted and assaulted plaintiff while he was lawfully present on the street. At no point did they observe plaintiff committing a crime, and at no point did they identify themselves as police officers. The officers forcibly struck plaintiff with a gun to his head, threw him to the floor, then kneed and kicked plaintiff in his back while he was helpless on the ground and not resisting in any way.
