Description: Defendant Officers in unmarked vehicle pulled up to plaintiff in parked vehicle, and two plainclothes defendant officers approached plaintiff's vehicle. Defendant officers ordered plaintiff to exit his car, handcuffed him and searched his vehicle without his consent. Defendant Officers took plaintiff to the 84th precinct and searched him. The DA office declined to prosecute plaintiff for unspecified charges due to lack of evidence.
