Description: On March 4, 2011, Plaintiff was trying to visit his friend. Plaintiff was invited to his friend's home, but when he arrived there was no answer. As Plaintiff left the building, NYPD Officers Jason Lopez and Anthony Mattesi stopped him for no reason. He was asked what he was doing. When Plaintiff explained, the officers refused to believe him, and arrested him with exceedingly tight handcuffs.
