Description: On May 20, 2018, in the vicinity of 54th Street and 5th Avenue, a defendant officer Kuznetsov violently tackled plaintiff to the ground and handcuffed him - rendering plaintiff immobile. Defendant emergency medical technicians offered no proper medical assistance at the scene. As a result, plaintiff sustained neck fracture, serious injuries to spinal chord and underwent several surgical procedures. The defendant officers Kuznetsov and Rodriguez, arrested the plaintiff without probable cause, claiming that the plaintiff committed disorderly conduct. Plaintiff's charges have since been dismissed.
