Complaint
Description: On August 31, 2019, plaintiff and others were on St. Nicholas Ave after a funeral, and several candles were lit and placed on the ground. Plaintiff and others spoke to Fire Dept. personnel, who did not object to the candles. P.O. I. Abramowitz and two unidentified officers approached plaintiff and the others and told them to remove the candles or they would destroy them. Plaintiff and the others told the officers that the Fire Dept. did not object to the candles, and one of the people gathered after the funeral sat down near the candles. The officers assaulted and arrested plaintiff without justification. During the arrest, plaintiff told the officers that he had a pre-existing injury to his wrist and that...
