Description: On September 28th, 2013, plaintiff was informed by his wife that she filed a complaint of domestic violence against him in Queens. Plaintiff made arrangements to voluntarily surrender. At the precinct, he was handcuffed extremely tightly. He complained about this 3 separate times, but was not helped. He was forced to endure extreme pain for over 1.5 hours as a result of the police officers' conduct.
