Description: On November 22, 2017, Plaintiff Ingrid Wagner, who was 76 years old and has a titanium rod in her hip, was shopping in a Rite Aid, picking up medication and other items she needed. She was partway through shopping, and had a cart filled with things she planned on buying. She sat briefly near the pharmacy to catch her breath. A security guard came to remove her as a loiterer, although he acknowledged that he had seen her picking up prescriptions and shopping. She asked to speak with the manager, who called the police department before coming. Defendant Officers Chanel Jones and Keyana Kendall arrived, demanded that plaintiff leave, and grew angry when she asked for their badge numbers. Officer Jones then grabbed...
