Description: On October 24, 2014 at approximately 1:30 PM, Plaintiff Khalil McKenely, an African-American male, was standing on the street outside Slice N Co pizzeria on 95 MacDougal Street when he observed an individual coming out of the restaurant with several water bottles. Khalil then observed a "frantic" pizzeria employee yelling/screaming at the individual with the bottles. Then, three officers, including Lieutenant Jorge Tavarez, approached Khalil with guns drawn. Tavarez pointed his gun very close to Khalil's face. Khalil asked "Why are you pointing your guns at me?" and the officers replied "You are talking too much." An officer then handcuffed Khalil. A Slice N Co employee proceeded to mistakenly tell the office...
