Description: On February 18, 2016 Dr. Rachel Wellner parked and left her car. When Officer Niguel Vega approached her car, Dr. Wellner retuned from inside a store and asked if she could move her car to avoid a ticket. Officer Nicolett Davodian joined Officer Vega and inspected the car. Dr. Wellner got in the car, then repeatedly asked the officers to hurry up, so she could return to her job at the Montefiore Medical Center. Her requests were denied. After her final request, Officer Vega grabbed Dr. Wellner's chest area and attempted to pull her out of the car. He eventually released Dr. Wellner. Then Officer Vega twisted Dr. Wellner's arm behind her back, resulting in a sprained shoulder. Dr. Wellner stepped on the gas peda...
