Description: On September 15, 2012 Plaintiff Shamir was at an Occupy Wall Street protest in the vicinity of City Hall Park. A member of the NYPD gave an order to disperse. Plaintiff complied with the order and moved from where he was located. Plaintiff then called a NYPD Officer a "thug." Plaintiff was then arrested in response to his comment. Plaintiff was put in zip=tie handcuffs which were intentionally made too tight and were not loosened despite repeated requests. Plaintiff was arraigned more than 24 hours after his arrest. The case against Plaintiff was ultimately dismissed.
