Description: On August 13, 2019, plaintiff was shot while he was standing in the street. He was taken to the hospital where it was determined he had an open warrant. He was placed in custody while at the hospital. One week later, Det. Darren Bruce and Det. Kevin Clarke picked plaintiff up from the hospital to take him to a correction facility. They knew he had been shot. They became irritated at the precinct that plaintiff was not moving quickly and dragged plaintiff facedown a flight of stairs with his gunshot wounds striking the stairs multiple times as he was dragged.
