Conclusion Meanings:

'Exonerated': or 'Within NYPD Guidelines' - the alleged conduct occurred but did not violate the NYPD's own rules, which often give officers significant discretion.
'Unsubstantiated': or 'Unable to Determine' - CCRB has fully investigated but could not affirmatively conclude both that the conduct occurred and that it broke the rules.

Complaint
Description: On August 3, 2012, plaintiff was walking on the street in Manhattan having just left his aunt's house, when the defendant NYPD officers, including Lt. Anthony Ronda, P.O. Andre Reyes, Det. Carlos Sierra, and Det. Matthew Forte, drew a firearm at him, forced him against a gate, placed him in handcuffs, and falsely arrested him without probable cause or a warrant. They took him to the 25th precinct, where he was subjected to a strip search. The officers fabricated evidence leading to plaintiff's prosecution on false charges. All charges against plaintiff were dismissed on May 15, 2013.
