Description: On January 29, 2014, Rosetta Cochran was at a Brooklyn apartment when police officers arrested her without probable cause, despite her not committing any crimes. The complaint does not make clear whether she was actually inside the apartment at the time of arrest. The officers the filed a false police report, and set up a line-up including Cochran. Cochran was the only person in the lineup handcuffed.
