P.O.s asked Plaintiff for “flacko” to which Plaintiff did not respond. As Plaintiff walked outside and lit a cigarette, he was grabbed by multiple officers who placed him into handcuffs. Description: While plaintiff was exiting a building through the stairway he was approached by defendant officers, searched while officers were engaging in making an arrest of another person, and then allowed to leave. Immediately after officers called him back and arrested him. Plaintiff was tightly handcuffed, taken to the 46th Precinct, and charged with possession of drugs that were found secreted somewhere within the lobby. Charges were later dismissed.
