Description: On January 29, 2020, Plaintiff Mr. Jenkins was walking to visit the office of State Assemblyman Harry Rodriguez to inquire about construction jobs. As he walked towards the office he was accosted by a plainclothes NYPD officer - Defendant Gembecki. Defendant Gembecki grabbed Plaintiff by the wrist (without telling him who he was) and said he was under arrest. He proceeded to flash a gun at plaintiff.
