Description: In August 2013, the plaintiff, Ronnie Abraham, was arrested by the defendant police officers outside of the Port Authority bus station. They told him he was being arrested for possession of a controlled substance, handcuffed him, and put him in the back of a police van. Although the van had working seatbelts, the police officers refused to secure Mr. Abraham with a seatbelt, even though he pleaded with them, both before and during the ride, to fasten his seatbelt. The van drove at a high speed, and at one point, one of the defendants suddenly hit the brakes, which led Mr. Abraham to be thrown violently into the van's partition.
