Complaint
Description: On multiple occasions, Sgt. Giarrantano kept shutting down Plaintiff's lawfully run food cart so Plaintiff complained to the CCRB. The next day, Defendant Officers came to the food cart, said they knew he had made complaints about them, and forcibly arrested him. Plaintiff was brought to the 5th Precinct and falsely charged with Menacing in the Second and Fourth Degrees, Criminal Possession of a Weapon in the Fourth Degree, Obstructing Governmental Administration in the Second Degree, Criminal Possession of Knives or Dangerous Instruments, and Possession of a Knife Worn Outside Clothing, which were later dismissed when surveillance video contradicted the officer's story.
