Description: On June 5, 2015, plaintiff was in the lobby of a building with a group when officers approached. Others in the dropped their bags and ran, and plaintiff, who feared she would be associated with their contraband, fled as well. Plaintiff, trying to flee an illegal arrest, tried to scale a fence and was caught in barbed wire. Officers caught up and refused to administer aid, leaving plaintiff in pain. At the building, officers had recovered a gun and pistol, but never saw plaintiff have possession of the bar or try to determine from plaintiff or other witnesses who owned the gun. Description: On July 4, 2012, at about 10:00 p.m., Plaintiff was in the vicinity of Mermaid Avenue and West 19th St. in Brooklyn, New York. Plaintiff observed his friend, Christopher Smith, being arrested by several NYPD Officers.
