Description: On November 1, 2019, plaintiff was in the vicinity of an intersection in Brooklyn, lawfully operating a vehicle that belonged to his girlfriend. Plaintiff had pulled over the vehicle to examine the tire when several unidentified NYPD officers, including Delton Ng, Alfred Foy, and Does 1–10, approached him. They unlawfully searched him, despite having no reasonable suspicion or other lawful basis to do so. They then assaulted, battered, and used excessive force on plaintiff, throwing him to the ground, punching and beating him, and breaking his watch in the process.
