Description: On September 6, 2015, Plaintiff Noel Brown was pulled over by Defendant PO Kempinski and forcibly removed from his motorcycle. Defendants accused Plaintiff Brown of operating a stolen motorcycle. Officer Kempinski rode Plaintiff Brown's motorcycle and damaged the motorcycle. Plaintiff was assaulted by the officers and arrested without cause, and ultimately was given a traffic ticket and summons to traffic court. While in jail, CO Covinton intentionally destroy Plaintiff's legal papers and forced Plaintiff Brown to give blood for drug testing. CO Dail ignored Plaintiff Brown's requests for medical attention and medication due to allergic reactions suffered while in jail.
