Description: On January 19, 2013, at approximately 11:24 AM at the opposite of 324 E. Tremont Avenue in the Bronx, Jose David Quezada was arrested for offenses of criminal sale and possession of a controlled substance. Defendant PO Thomas Demkiw stated he observed the plaintiff hand William Davis (who was also arrested) a small object. Defendant Kelvin Glover stated he observed plaintiff have on his person an orange filmy substance and its packaging, believing the substance was crack/cocaine. This led the plaintiff to be wrongfully arrested.

Description: On the first incident, March 6, 2014, at approximately 6 pm, Defendant Officer pulled over plaintiff and ordered all people in the car to exit the vehicle. Plaintiff was handcuffed and his vehicle was searched. Defendant detective physically and verbally harassed plaintiff. On the second incident, July 18, 2014 at 4:15 pm, plaintiff videotaped an arrest made by defendant officers. The defendant officers then handcuffed, arrested and transported plaintiff to a nearby precinct. Plaintiff was charged with obstructing government administration in the second degree and disorderly conduct. Plaintiffs' charges were dismissed.
