Description: On May 17, 2013, Plaintiff was passively observing officers taking unlawful action towards another man from a safe and reasonable distance when one of the officers walked over to him, grabbed, handcuffed, and falsely arrested him. The officers include Moises Colon and Kevin Colvin. The handcuffs were excessively tight and the officers refused to loosen them, despite Plaintiff's repeated pleas. The officers viciously assaulted Plaintiff at the precinct, resulting in injuries that were treated at the hospital. At the precinct, Officer Colon falsely informed the DA's Office that he had observed Plaintiff obstruct governmental administration and engage in disorderly conduct.
