Description: At approximately 1:00 a.m. on July 26, 2008, plaintiff was near the corner of Nostrand Avenue and Beverly Road with a friend when he was approached by a person unknown to him. The unknown person robbed his friend and discharged a firearm at Plaintiff, hitting him in the left elbow. Plaintiff called 911 for an ambulance. Police officers arrived on the scene, without probable cause or reasonable suspicion, they searched Plaintiff. Plaintiff was taken to Kings County Hospital. Plaintiff's parents were at the hospital. Staff informed Plaintiff and his parents that he would be admitted to the hospital for recuperation and for surgery. His elbow was put in a splint.
