Description: On May 15, 2018, plaintiff Feliz was lawfully operating a motor vehicle. Defendant NYPD Officers, including Tegan, Rodriguez, and Grove ("Defendants"), unlawfully stopped plaintiff without probably cause or suspicion to do so. Defendants falsely alleged that Feliz drove through a red stoplight, and demanded his documentation. Defendants then falsely informed Feliz that his license was suspended. Feliz denied this, requesting permission to provide documentary proof of the validity of his license, which defendants refused. After dropping off a passenger at his home, Defendant officers pulled over the car, opened the doors, and yanked the driver and passengers out and threw them to the ground.
