Description: Defendant Officers stopped Plaintiff while he was walking to his sister's apartment in a NYCHA building. Officers assaulted him, sprayed him with mace, and held him in a chokehold, which resulted in need for hospitalization. Officers took Plaintiff to precinct, stole his phone, strip -searched him, and then released him.
