Description: On February 10, 2018, Allen Bell went to 1760 Lexington Avenue to visit a friend who lived in the building. Bell was waiting in the lobby for his friend when he was approached by P.O. Helin Marte and other unidentified P.O.s; they asked what bell was doing in the lobby. Marte placed Bell in handcuffs without verifying whether he was an invited guest or visitor. Bell was detained with no reason and then publicly searched; this illegal search yielded no contraband of any kind. Bell was then taken in a police van to the PSA-5 Precinct where he was criminally processed and searched again.
