Description: On or about June 17, 2013, at approximately 10:00 p.m., Mr. Travis Tremell walked next door to a residential address where NYPD officers were placing his cousin under arrest, using excessive and unnecessary force. Mr. Tremell verbally protested his cousin's treatment. The officers then placed Mr. Tremell in handcuffs. While handcuffed, one of the officers sprayed pepper spray into Mr. Tremell's eyes. Mr. Tremell did not commit any crime and the officers had no probable cause to arrest him.
