Description: On August 2, 2013 at approximately 10:10pm Ronald Wilfred ("Wilfred") was in the vicinity of 155 Seigel Street, Brooklyn, Ne York. Several NYPD officers including Police Officer Tanisha Hussey (“Hussey”) and Police Officer Jamar Lamey (“Lamey”) stopped Wilfred. The officers allegedly had a warrant for Wilfred related to an arrest for riding his bicycle on a sidewalk. When Wilfred saw the police, he ran towards his apartment. One of the police officers threw a pair of handcuffs at Wilfred, hitting him on the head and causing injury.
