Description: On August 30, 2017, Stephon Pierre was unlawfully arrested by P.O. Jack Dagnese, P.O. Ivan Koval, Sgt. Nikolaos Stefopoulos, Det. David Luppino, and JOHN DOES 1-2 at 176 Schmidts Lane, Richmond County, NY. Pierre exited his building to enter his friend's vehicle who had parked outside. He entered the vehicle, spoke with his friend, then exited and returned to his building. The police officers entered his building and detained him while accusing him of purchasing narcotics. The police then searched the vehicle and held up an empty plastic bag, and said "cuff him." Description: Defendant Officers Luppino and Brooks pulled over Plaintiff's car, claimed to smell marijuana, and arrested her and searched the car. One of the officers touched her inappropriately during the arrest. Plaintiff was placed in a police car without a seat belt and then brought on a radio run police chase, causing her to become injured. Plaintiff was then taken to the 121st Precinct and charged with marijuana possession.
