Conclusion Meanings:

'Exonerated': or 'Within NYPD Guidelines' - the alleged conduct occurred but did not violate the NYPD's own rules, which often give officers significant discretion.
'Unsubstantiated': or 'Unable to Determine' - CCRB has fully investigated but could not affirmatively conclude both that the conduct occurred and that it broke the rules.

Jeffers, Jeffrey vs Tolentino, Maximo A., et al.
Case # 15CV02965, U.S. District Court - Eastern District NY, September 18, 2015, ended March 2, 2018
Zero Disposition
Complaint
Description: On March 3, 2015 and 3 times in June 2014, the plaintiff was placed in the holding pen at the 83rd precinct in Brooklyn and was forced to use a prison restroom that was infested with bugs, and smeared with feces and pee. The condition of the toilet was the same in his 2015 experience as it was in 2014. The plaintiff was also only fed once per day for a total of 3 days in March 2015. He alleges the arresting officers knew of the hazardous conditions of the restroom yet still put him in harms way and did not remedy the conditions despite complaints.
