Complaint
Description: On May 15, 2010 Plaintiff Carlos Alvarez and three companions were hit in their car by another driver who attempted to flee. They followed the driver in their car, and when the driver stopped at an intersection, they approached the car. Ultimately they chose to avoid a confrontation and returned to their vehicle without confronting the driver. NYPD Officers Alexis Soto, Jonathan Katz, Carlos Rivera, and Abuhaikal Muhammad arrested them, forcibly extracting them from the car, handcuffing them, and having them kneel on the street while they had their guns drawn and pointed. The hit and run driver claimed Plaintiff and companions had been attempting to "carjack" him with a knife. Officer Soto then found a knife an...
