Description: On May 9, 2015, Plaintiff was at his home when Officers M. Prior and Sgt. Ortiz of NYPD arrived and placed him in handcuffs. The officers had been responding to a tip from a woman in Connecticut alleging that plaintiff was holding several girls hostage and forcing them into sex work against their will. While handcuffed, officers asked plaintiff if the allegations were true and he denied them. He was cuffed and held for two hours with his chest to a fence while officers questioned the alleged victims, who also denied the allegations.
