Description: On October 29, 2013, Plaintiff Salgado was riding on the L train toward his home. At approximately 10:45 PM, Plaintiff got off the train at the Morgan Avenue station and was approached by two NYPD officers. He asked the officers why he was being stopped and began removing his jacket to show he had nothing illegal in his possession. Within a minute, two additional officers responded to the scene and took the Plaintiff to the ground. The Plaintiff was immediately handcuffed behind his back and he repeatedly informed the officers that the cuffs were very tight and that he was not resisting. The officers then carried the Plaintiff up two flights of stairs and transported him to the precinct. The Plaintiff was lef...
