Description: On August 29, 2015 around midnight Plaintiff had parked his car on the side of the street with the intention to walk to his parents' house nearby to spend the night. While Plaintiff was seated in the vehicle with the engine off, POs Olha Lisniak, John Doe, and Jane Doe 1-2 approached and asked Plaintiff what he was doing. Plaintiff told them he had just parked and was going to walk to his parents' house. An officer yelled at Plaintiff to get out of the car. Plaintiff asked why and officers opened the car door and pulled him from the vehicle. POs asked if Plaintiff had any alcohol, and Plaintiff told them he had not.
