Complaint
Description: On August 18, 2018, Carmen Pacheco and Betty Lugo called 911 and falsely reported to several police officers that Clover M. Barrett cut and removed their metal fence and stone from their property. The responding NYPD officers investigated the complaint and deemed it to be a civil dispute. Pacheco and Lugo went to the 84th Precinct and generated a new complaint with the help of Officer Michael Hidalgo reiterating their false statements. On August 30, 2018, Officer Raymond White informed Barrett that he had to arrest her.
