Conclusion Meanings:

'Exonerated': or 'Within NYPD Guidelines' - the alleged conduct occurred but did not violate the NYPD's own rules, which often give officers significant discretion.
'Unsubstantiated': or 'Unable to Determine' - CCRB has fully investigated but could not affirmatively conclude both that the conduct occurred and that it broke the rules.

Flores, Ricardo vs City of New York, et al.
Case # 16CV09728, U.S. District Court - Southern District NY, January 19, 2017, ended April 26, 2018
$120,000 Settlement
Complaint
Description: As Plaintiff was being arrested, he tried to explain to Defendant Officers that they were arresting the wrong person and that he had not done anything wrong. Defendant Officers proceeded to punch Plaintiff, throw him to the ground, and handcuff him. Plaintiff's lower right jaw was broken due to the excessive punching. Defendant Officers Petri and UC CO125 provided false information regarding Plaintiff being involved in a drug sale transaction and resisting arrest. The tribunal revoked Plaintiff's parole, forcing Plaintiff to spend 8 months in custody at five different locations and not receive adequate medical care/pain management for his broken jaw.
