Complaint
Description: On February 24, 2011, PO Wolvers and Moreno ordered Plaintiff to stop while he was visiting his mother at her apartment. Plaintiff complied but was then arrested by PO Wolvers without legal justification or probable cause. PO Wolvers then took out his metal asp and repeatedly struck Plaintiff about his back, legs, and arms. PO Moreno then sprayed mace in Plaintiffs face. Plaintiff was transported to the 50th Precinct for processing, where he required medical attention from an EMT. PO Moreno falsely stated that Plaintiff pushed her, and he was arraigned and charged with one count of resisting arrest and one count of disorderly conduct.
