Description: On September 16h, 2015, at around 3:30pm, near the intersection of Batchelder St and Avenue V, P.O. Costarella, P.O. Rossignolo, Sgt. Kaiyuen and 10 unnamed NYPD officers tackled and violently brutalized Plaintiff Phillip Pitter before arresting him, causing severe injuries.The officers then transported him to the 61st Precinct where he was held for several hours, denied medical treatment, and accused of crimes that he did not commit.

Description: On May 7, 2014, Plaintiff’s car was stopped by P.O.s including P.O. Rossignolo. Plaintiff was removed from the vehicle with excessive force, handcuffed and assaulted. Plaintiff suffered injuries on his face, scalp, and neck, and required stitches. Plaintiff was transported to a precinct before he was sent to a hospital. Five hours after the arrest, Plaintiff was transported back to the precinct where he spent another five hours before he was transported to Central Booking where he was held for 27 hours before being arraigned.
