Conclusion Meanings:

'Substantiated': The alleged conduct occurred and it violated the rules. The NYPD has discretion over what, if any, discipline is imposed.
'Unsubstantiated': or 'Unable to Determine' - CCRB has fully investigated but could not affirmatively conclude both that the conduct occurred and that it broke the rules.
'Within NYPD Guidelines': The alleged conduct occurred but did not violate the NYPD's own rules, which often give officers significant discretion.

Complaint
Description: On or about September 4th, 2017 Plaintiff Danari Aiken was driving a vehicle with Rahmel Wilder and a second passenger who was dropped off. They were pulled over by Defendants Barounis and Sgt. Hasson for allegedly traveling at high rate of speed and no headlights. Aiken was strip-searched and arrested for possession of a weapon found in the car. Plaintiff pleaded not guilty. After seven months and seventeen days on Rikers Island, Aikens 5 counts of charges were dismissed because of lack of confidence in Barounis's testimony.
