Conclusion Meanings:
'Substantiated': The alleged conduct occurred and it violated the rules. The NYPD has discretion over what, if any, discipline is imposed.
'Unsubstantiated': or 'Unable to Determine' - CCRB has fully investigated but could not affirmatively conclude both that the conduct occurred and that it broke the rules.

Case # 17CV09218,
U.S. District Court - Southern District NY, November 27, 2017, ended July 19, 2019
$20,000 Settlement
Complaint
Description: On May 19, 2017, P.O.s John Comer and Kyle Riegel forcibly entered plaintiffs' apartment without first announcing their presence and without a warrant by breaking the door in. The officers were in plain clothes and did not identify themselves except to say they were police. The officers searched plaintiff's papers and personal effects and entered plaintiff's bedroom. They asked plaintiffs if they knew the whereabouts of a person and left the premises without making an arrest. Following a complaint to the Civilian Complaint Review Board ("CCRB") regarding the incident, the CCRB substantiated the charge of "Premises entered and/or searched" against the officers and imposed "Command Discipline A."
